John Yoo: Terrorists Gone Wild

John Yoo, a “visiting scholar” at the neocon criminal organization the American Enterprise Institute, suggests “our intelligence agencies create a false terrorist organization” as a way to fight against another false terrorist organization, al-Qaeda. “It could have its own websites, recruitment centers, training camps and fundraising operations. It could launch fake terrorist operations and claim credit for real terrorist strikes, helping to sow confusion within Al Qaeda’s ranks, causing operatives to doubt others’ identities and to question the validity of communications.” Obviously, Mr. Yoo never heard of the Proactive, Preemptive Operations Group, otherwise known as P2OG, designed “to bring together CIA and military covert action, information warfare, intelligence and cover and deception,” as David Isenberg writes. “P2OG would launch secret operations aimed at ’stimulating reactions’ among terrorists and states possessing weapons of mass destruction, meaning it would prod terrorist cells into action, thus exposing them to ‘quick-response’ attacks by US forces. The means by which it would do this is the far greater use of special operations forces.”

Maybe Yoo never heard of William Arkin or read his article in the Los Angeles Times: “The Defense Department is building up an elite secret army with resources stretching across the full spectrum of covert capabilities. New organizations are being created. The missions of existing units are being revised.” Rumsfeld’s Defense Science Board 2002 Summer Study on Special Operations and Joint Forces in Support of Countering Terrorism embraced P2OG operations.

Frank Morales comments: “Bush’s war on terrorism could be the ultimate manifestation of the provocateur state; carrying out of clandestine ‘executive actions’ and ’special operations’ directed against populations, including our own, who are truly ignorant of the real ‘enemy’ in the face of the ever-present manufactured one, traumatized by strategic terror designed to engender fear and acquiescence to further ’security measures’—thereby enriching the military, police agencies, and munitions and nuclear business enterprises.” It would also further legitimize criminal organizations such as the American Enterprise Institute (where Bush gets his “finest minds”), coined as “one of the leading architects of the Bush administration’s foreign policy” (see the SourceWatch entry on the AEI).

It should be noted that Michael Ledeen, “influential” Machiavellian Strausscon and admirer of Mussolini fascism (“universal fascism”; also see Michael Ledeen Demands “Regime Change” in Iran by Scott Thompson), is an AEI “fellow.” Ledeen, as Right Web points out, “was allegedly tied to the Italian P2 Masonic Lodge, a violent right wing group that was involved in a number of terrorists attacks in Italy in the 1970s the 1980s; in the late 1970s, while P2 was doing its dirty work, Ledeen was working as a consultant to Italian intelligence on terrorism issues.” P2 (short for Propaganda Due) was responsible for Operation Gladio, a sort of precursor and template for what Rumsfeld wants to do with P2OG. Either the Straussian-Machiavelli neocons don’t talk to each other over at the AEI, or Yoo wants a redoubling of efforts to create fake terrorist organizations. Considering the CIA spent around $2 billion to fabricate the Islamic Terror Network in Afghanistan—and a favored faction was headed up by a young Osama bin Laden—this is a tall order. But then, I suppose, for the neocons, more fake terror is a good thing because it provides the “stomach” required for empire (i.e., Americans and Brits driven to xenophobic hysteria over subway and bus “suicide” bombings).
